I'm going to try to justify ALL of these...just watch me. (TDPI and more spoilers below). based on this for the most part: tdisorter.tumblr.com/
From best to worst:

Gwen: I've loved Gwen since I was nine, and she was one of my first girl crushes (though I've gotten over it). She's just so well developed, I think. She positively develops to care more about people in TDI, but after her Trent crisis and the Duncan crisis, she cares a lot about people seeing her as a villain. Gwen's funny, because she doesn't want to be bad, but she has trouble owning up to her mistakes, and instead spends time refuting she did anything wrong, even if she knows she did (as seen in confessionals). I think she has insecurity regarding her image, and maybe she thinks being feminine or trendy is weak? IDK, better than her shaming femininity in an internally sexist way. Also her bio and her relationship with her family it describes. I miss Gwen and I want her to come back without any romance subplot (in a GOOD season).

Izzy: Izzy was my other fave. She's funny in a sick sense and a random comedy sense. I don't like to think of her as a character with legitimate mental illness, though- otherwise she's sort of ableist. She's still got a place in my heart as a fun character.

Noah: Aw, we all love this kiddo, come on. He's pretty sharp, and I think he develops well between TDI and TDWT, more willing to make friends and less of a stuck up asshole. (It's funny how he develops way more in about 18 episodes than Zoey and Microphone do in 26....) He's one of the few resources of smart comedy in this show. Only real problem's the fanbase...

Scarlett: My favorite TDPI character. Sure, she didn't get too much backstory, but she's still entertaining. That twist was pretty damn great; wish I'd been able to see more of her evil, though. Her style of talking is unique and funny, and I like when she gets pissed at Max and others for not being on her super high level.

Jasmine: What a sweetie! She's a very good friend and leader, and a great survivalist. And she snorts when she laughs. The way she treated Sammy was heartwarming. I like her being insecure about her height, too. And I'm glad we have another black woman character, especially one who isn't racially caricatured.

Scott: Scott's got a lot to him besides being hilariously stupid. He isn't on the show just to kick ass, but beause he needs the money, because he's broke. His non-Scourtney plot in TDAS was the best part of TDAS. His strategy is ridiculous. He's not a good villain, just a great character. I like that. Not every antagonist has to be super crafty.

Max: He's just so funny. I knew I was going to love him the moment I saw his stereotype. He's got a good Doofenscmirtz/Mandark feel to him, and I love pathetic villains, especially mad scientists. Plus, he's got a good heart on him. I hope we see more of Max and learn more of his backstory.

Brick: The only original Revenge character, I'd say, besides Scott. Brick is a sad sweet guy who obviously has trouble with his masculinity and probably joined the army to cope with it. He's just such a caring guy with high morals and TD needs more of those. I want to see more of him, too! (Especially with Courtney...)

Harold: Dirty Harold...Another ridiculous but funny character. He tries so hard to not be a dork, but he's never not going to be. Sorry sweets, you can't rap. He's sweet with Leshawna, even if he's kind of a "nice guy" with her sometimes. He had very good plots with Duncan and everyone, and he was great in TDA.

Alejandro: I can take a flawless character if they're flawless ironically, and Alejandro fits the bill. He's a dastardly attractive villain with a reason for it. He has such high standards for himself because of Jose, but he manages to fit them... and Jose is still reportedly better. Aleheather is also great.

Beth: Underrated as heckie. She kind of reminds me of myself sometimes, like Zoey done right. She was great in TDA (never thought she'd make the final two!) and she tries so hard to be nice to everyone who deserves it. I'm glad she can stick up for herself after TDI, though.

Heather: She only places under Alejandro for being a little stereotypical. At least she isn't white and blonde. She's still really funny and smart, and I love how she slowly tries to become less mean, if only to up her chances at the game. I like how she defrosts with Alejandro, and how they love each other in their evil way.

Geoff: Another underrated character! He was a good, chill guy, and his episode with Gwen is my favorite in TDI altogether. They should be more popular together. His slip into diva-ism in TDA was weird, but it worked, and he got out of it. He cares so much for Bridgette, even if he's awkward and doesn't think too much before speaking. Or think too much in general.

Ella: I'm soooo glad we have another girl who isn't bitter towards everyone, even if they deserve it. Ella's too nice, but I don't think it's a bad thing at all! She's still a strong character. Super glad she doesn't hold anything against Sky for Dave. I'd like to see her develop further, or at least make more Disney references.

Dawn: BEAUTIFUL CINNAMON ROLL TOO GOOD FOR THIS WORLD...I mean, socially inept cinnamon roll who needs to learn some personal space and limit what she reveals about people. Dawn's obviously not a people person, she's a nature person. And she isn't a helpless piece of balsa wood either. She told off Chris and Scott pretty harshly at her elimination. She's pretty too, even if it's super conventional beauty.

Rodney: A big ol pile of heart. I wanted to see him struggle with his giganticness, but I like what I got. He's so awkward and tries so hard. He probably doesn't know a lot about women, living with just brothers and a father if I recall? So he doesn't know what to say with them and finds them all beautiful and special. What a darling.

LeShawna: At first, you expect a sassy black woman stereotype. Instead, she turns out to be a mega loyal, confident lady with some stereotypical undertones but she still has character. Unlike some offensive characters. LeShawna is such a realistic character, especially in TDI, and she protects her friends really well, like Gwen. She doesn't stand for assholes. She isn't too nice or too mean, just blunt sometimes. I do hate how she didn't feel regret at all for hitting Heather, though.

Chef Hatchet: He hates his life. That's why we laugh at him. That, and his war references...was he even in a war? He's also sweet with Chris, even if they fight a lot. They're an old married couple.

Lindsay: Stereotype, stereotype....yet she's still great. Her iconic telling off of Heather was a great step towards her being aware, as was Admiral Lindsay Her Hotness. She and Beth are great friends. I even find her funny when she's being ditzy. She could have been rude, too, but she's super sweet. She likes all girls, even ugly ones! (that's from her audition tape, mind)

Sugar: She's really cute, and very funny. She doesn't take shit, but she's also too distrusting of the women around her. I like how much she wants to win the pageant of TD. She's not an Owen rehash, she's a funny antagonist.

DJ: Gentle giant!! He and Geoff are my favorites of the Guys' Alliance. I don't like when he's mean to Harold, which is super ooc, but other than that he's a fun character. His TDWT story was kind of sad; all he wants to do is stop hurting animals! Maybe he was a bit flanderized by then, but I still found him entertaining, especially with Heather and Al getting to him. Also, how come he can never be voted off normally? He never has. It's weird.

Owen: Eh, his fart jokes are really annoying. But other than that, he can be funny! He's so optimistic...too much for his own good. His best season, like many others, is probably TDWT. He and Noah are sweet together. He's very obviously not straight, which is good. Too bad it's a joke. I like Owen, even if he's kind of a children's character.

Sky: I didn't finish TDPI, I admit it. I find Sky fair, much better than Zoey at least. She's presumably Cree, and I like having a Native character on the show. She's awkward and struggles with telling Dave off, and she's a team player. She's pretty cool, and a good role model for girls.

Tyler: Poor guy. He says the wrong things, and does the wrong things, and gets called the wrong name. He still keeps going. And falling. I'm glad he was in TDWT, because he was so funny. Trying so hard to be confident....and never actually doing the right thing. At least he's good to his girlfriend.

Chris: What a dick. But he's a funny diva dick. It's weird to watch him gradually care less about the contestants. He's such a baby sometimes, too. That's why Chef held him like one. ;)

Dave: I relate to Dave more than any other character, for the most part. He's a bit too clingy, and I think he seeks comfort in Sky because of how she eased his anxiety. But he still went too far and wanted to destroy her for having a boyfriend, despite her wanting to tell him. He's such a "nice guy", but he's not just one. He's also mentally ill (his mysophobia, at least, is portrayed well) without being reduced to it as a stereotype unlike some characters. Hell, he's the "normal one"! He's also really blunt with his weird teammates. He's a dick, but one of the best goddamn dicks on this show.

Courtney: Courtney has her good seasons and bad seasons. I find it sensible for her to be ruder in TDA because of how she was cheated in TDI, and I actually kind of like TDA Courtney with that logic. She's a big entitled baby, but that's called a character flaw. I like her moxie. I don't find her much more unique than any other Type A character, though. I also loathe all forms of Duncney and Scourtney and I really wish she could go one fucking season without her being forced into a relationship that isn't good for her or her partner.

Dakota: She could have been a queen bee. Instead, she was a famemonger who was self centered, but still accepted people way below her level (Sam). Dakotazoid was a bit disappointing, but even then she was sweet. (buh fuh fuuuuuh!) I'd like normal Dakota back, or at least with a minimum of radioactive elements.

Bridgette: She doesn't like to fight. She's even a bit of a wimp. But she still can tell people off, like her boyfriend, if they start to tick her off. She's a pretty realistic character. I don't think her and Geoff kissing all the time is bad for any reason but wasting a couple of good characters. Let them kiss and be happy! They're sweet.

Eva: She has trouble controlling her anger, and she wants to fix herself. I hope we can see that someday. It'd be really funny if it were Bridgette helping her do that, since she hated Bridgette, but Bridgette's good at calming people down. Just an idea.

Jo: Pretty stereotypical, I guess. She rejects femininity as weak, which does irk me, but I think it's supposed to. Not a bad villain. Love the nicknames. Should have developed in TDAS. She and Brick are such good foils for each other.

Anne Maria: She's very confident and cool, even if it makes her a bit arrogant. She shouldn't have been paired with Vito. Bleh. Unnecessary love triangles. And she was the only one in it who was actually entertaining.

Justin: TDI, he was basic. TDA, he was an almost-villain who was terrified about his looks and whether they worked on people or not. It was funny, like his looks are all he had left. He's so weirdly designed though. It's ridiculous.

B: The silent repairman. I love his design. He and Dawn were nice friends. I wonder why he doesn't talk? Is he mute or just doesn't have much to say? It'd be nice to have a mute character who isn't the butt of any ableist jokes.

Lightning: He used to piss me off. He was a  bit annoying...but it makes him funny. He's so arrogant and proud and wants to win. It would have been nice to see him develop past it.....thanks, TDAS.

Topher: He could have done bad, bad things to Chris's career. It was a bit creepy, but I liked it. He's kind of like what Sierra should have been: a Chris expert who uses it against him. He's a cunning little arrogant boy.

Leonard: More like le nerd, amirite? ....Ok. Leonard was very funny. Loving those few fantasy references. A good joke character. He worked well against Dave, too.

Sammy: Please protect this girl...I'd like to see her develop past her sister, though. We know she hates herself and has a shitty homelife....I want more.

Duncan: This ugly piece of shit is only so high up because he's got a fair amount of character and acts like a real person. The problem is, he's not unique! He's another bad boy character who barely develops past it. His secret "nice side" was cliched, and mostly applies to animals anyway. That's his soft spot. He treated Gwen and Courtney like shit and got away with it, in universe and in real life, even though he was the one who cheated (though Gwen was wrong too), felt no regrets, and tried to convince Gwen she wasn't wrong either. He's also super ugly and I hate how soooo many people think he's attractive. Like it's okay if you do, but I just...can't see it. Also, his legs. His knees are his ankles.

Trent: I used to like him, but only in season two, because in season one he was so flat and stereotyped. Gwent is boring without a nostalgia filter. Season two made him clingy and stuff, and coded as neurodivergent/OCD, so I related to him at the time, but he's still not that interesting. Season three made him boring again. At least expand upon his clinginess, goddammit!

Beardo: He was really funny actually. One note, but entertaining. Still a pretty easy out.

Shawn: I'm still surprised that he won. He was funny, though I wish his fears went beyond zombies. Also that he had gotten to meet Zeke. Cool guy, I suppose, though Jasmine's the superior survivalist.

Sam: Needs more video game references for a character like him. I like his voice, but he's pretty meh. He's not an All Star...why didn't that spot go to Shawnie or Brick or someone?

Sierra: She has some moments of being funny, but she was sooo wasted. She could have used her TD obsession strategically like in the New York episode. Instead, she became obsessed with Cody, probably to give him an excuse to last so long. I don't really find stalkers that funny anymore. She's creepy. Creepier than Cody, even.

Sadie: She's very cute, but still underdeveloped. She had a chance to develop past Katie and never spoke, except that one plot with Lindsay...wasted, of course.

Cody: He's not as bad as some people think. He's just really misrepresented in the fandom, and that's why he's so low. I don't really want to hate Cody. Typically I wouldn't care about him much - he never really did anything plot significant on his own, and Harold plays his geek role much better. But the fandom eats up his queerbaiting moment with Noah and generally treats him like the best thing ever when all he is is cute (barely...he looks like old Justin Bieber). If you're not this kind of Cody fan, then good on you and I like you.

Cameron: He developed, then undeveloped- even got worse. It's too bad he was sucked into the Terrible Trio with Zoke, because he does have potential for awkward cuteness.

Ezekiel: He could have gone places, maybe, but was never meant to. His sexism was so blunt, it was forced. His attempts to be cool were a bit interesting, and I would have liked to have seen him try to be like a cool kid who hasn't been sheltered his life. But of course, this is Total Drama, so they made him a monster. What a waste.

Blainely: Was she important, really? There's like three other fame mongers on the show. The only interesting part is her age.

Katie: She didn't even have a chance to develop on her own.

Zoey: For an indie chick, she sure did hang on to Mike a lot. She's the biggest letdown of TD history because she could have done things, but instead she was a contradictory, idiotic, simplified character with no development because of fucking Zoke. The Gwoey moments and other non-Mike moments show that it's really Mike's fault. Even then, she's still a generic nice girl. Pretty yawn, to be honest.

Amy: She didn't have too much a legitimate reason to be so harsh, and she's just so abusive it isn't funny at all. Pretty much the same case as Sammy, except Sammy got better time with other characters like Jasmine and Shawn. Plus, Amy hasn't reallly developed a lick. She just annoys me.

Staci: She's such a joke character it isn't even funny. It gets old really quickly. Such elimination fodder and a waste of a unique body design.

Mike: Ableist shit screen hog of the last two seasons and I'm not even going to go too deep into how I hate him because its all been said before much better.
